INTRODUCTION p> including developing countries such as Nigeria face enormous challenges of urban planning problems affecting economic development. Urban growth, for example, has a number of impacts on the environment and human welfare. In addition to limited impacts, almost all major cities are increasingly plagued by environmental problems. In other words, there is a greater threat to the health and safety in most Nigerian cities (Egunjobi, 2000 and Kessides, 2006) courtesy of unguided urbanization and ineffective planning (Mabogunje, 2001 ; Ogunsanya, 2002 and Egunjobi, 2000). There are several schools of thoughts and ideas on the causal factors, and government efforts to tame to mitigate this situation. One such factor is the overlap of professional practices that greatly affect the functionality of our environment and society in general. For example, in Nigeria, overlapping of professional practice by themselves is not the only factor affecting the actual functionality of the company. P> The paper argues that although overlapping work could be a problem in most developing countries, lack of proper attention on planning as a profession, and the actions of charlatans have greatly contributed to the aggravation of urban problems. The Nigerian Institute of Planners views a professional planner as a person who has one of the following academic and other qualifications: (i) A degree in Urban and Regional Planning / Planning (ii) a professional degree in urban and regional planning / Urban (iii) A pass in the final phase of the Nigerian Institute of Planners / Planners Registration Council for consideration, (iv) Completion of 2 years experience diploma monitored. It should be noted that courses leading to obtaining the qualification indicated (i) and (ii) above shall be an institution recognized and accredited by the Council Planners Registration (TOPREC) (NITP, 1991 ). It can be inferred from the above that, a Masters from an accredited institution is planning the best training for a wide range of positions in planning. P> However, to varying degrees in urban and regional planning major institutions designed to provide planners; p> (i) a broad understanding of forces and processes that shape cities, regions and built and natural environment; p> (ii) To keep a breast with the physical, economic, social and environmental factors that strongly influence the practice of the profession; p> (iii) Knowledge and confidence to question and, where appropriate, challenge the wisdom of current planning, and creativity to develop alternative proposals for planning; p> (iv) To generate in compliance with the planners and commitment necessary to make the effective consultation of communities and interdisciplinary collaboration essential to the practice of planning. P> Above all, professional planners must be able to think in terms of spatial relationships and visualize the effects of their plans and drawings. They must also be sufficiently flexible to accommodate different views and make constructive recommendations. Professional planners should however be able to communicate effectively, both orally and in writing, as is necessary and can never be disclosed who are interested in urban and regional planning profession. AGBOLI et al (2004) perceived planning as a deliberate action. In other words, it is to take decisions or make appropriate arrangements before hand to influence the course of action on a particular need of development. They went further by saying that planning is to make appropriate choices among several options that seem open to the future and advice to government concerns about how to deploy the resources necessary to implement the solution adopted. For effective practice, planners require the use of theories and techniques of planning (Agola, 2001 and Ayeni, 1998) that informs and structures of the debate, facilitate communication and foster understanding. Interestingly, professional planners are expected to: p> (i) the practice in a manner that respects the diversity of needs, values, and aspirations of the public and encourages discussion on these issues p> (ii) Provide complete information, clear and accurate information on planning issues for policy makers and the public; p> (iii) Recognize the interdependent nature of planning decisions and their consequences for individuals, the natural and built environment, and public interest, and p> (iv) Identify and promote opportunities for meaningful participation in the planning process for all stakeholders. In addition to the established responsibilities of professional planners to the public, the vitality and credibility of the planning profession, and the Institute reflect the quality of the composition. Advancing the profession, members will be required to achieve and maintain a high level of professional competence and conduct, which extends their relationship with other members. They should also encourage healthy and constructive criticism on the theory and practice of planning among colleagues and share the results of experiments and research findings that contribute to changes in the body of planning knowledge. Moreover, the maintenance of appropriate awareness of contemporary philosophy of planning, theory and practice by seeking and receiving vocational training throughout the career planning. Many debates in developing countries, especially now surrounds the relationship between Nigeria that section of society concerned with the development of long-term plans and short-term land use and growth and the revitalization of urban, suburban and rural area in which they find themselves and the world of work. P> The discussion has tried to focus on issues such as increasing building collapse in cities, rapid urbanization and population growth which creates a big challenge for state and government municipal infrastructure and service provision. To remedy the situation, professional planners and policy makers in Nigeria have been faced with the need to provide manpower to facilitate the economic and social progress. To answer these difficult responsibilities, aspiring professional planners must achieve competence in a wide range of areas. In fact, it has been argued that the requirement of professional ethics above all is to perform competently (Hepworth et al, 1986). The logic behind this assertion is convincing, because the stakes are high for consumers of services of professional planners. It is therefore important to disclose the charlatans “competent planners and professional planners. They should also be involved in drafting legislation on environmental, social and economic problems such as planning for new parks, housing the homeless, or make the region more attractive to business.
